Fighting crime and violence
     Philadelphia is facing an epidemic of violence that threatens our neighborhoods,
our families and our economy. Bill believes that making Philadelphia’s streets and schools safe is a moral obligation.

     In the short term, we need more police and we need to use them more efficiently. Let’s put more of our police officers on the streets through community policing initiatives and making our criminal justice system more efficient so that our police officers are not stuck in court rather than patrolling our streets. We also need a modernized, 21st Century police force.

     However, we can’t just arrest our way out of the problem. It is no coincidence that our city’s crime hotspots are also our unemployment hotspots, our high-school dropout hotspots and our poverty hotspots. In the long term, we need to provide economic opportunity where there is none. We need to keep our kids in school. We need to improve job training and vocational training. We need more early intervention programs and we need to expand access to early child development programs.

     We must also work to break the cycle of recidivism. We need to provide job training, education and substance abuse programs so that we are truly providing people with a chance to reform and become productive members of society when they are released from prison.

     Finally, we need to engage community, religious, non-profit, business, labor, academic and civic groups in working together to address the issues of crime and violence. The police alone cannot solve this problem; it is a problem that affects all of us and we must all be a part of the solution.
