Providing world class education
     The silver bullet to most of our pressing problems is education. Philadelphia is facing a high-school drop-out crisis with dire consequences for the individuals, our economy and public safety. Philadelphia can not truly become the nation’s next great city if 40 – 45% of our children fail to graduate.
 
     On City Council, Bill will be a forcefully advocate on this issue. Bill will fight to ensure that adequate funding is supplied. The city MUST increase funding by dedicating a greater percentage of property taxes to public education. We must attract quality teachers and pay them well. We must lower class sizes. Teachers and students must feel safe or no teaching and learning can occur.

     The current theory of change in the school district is based on short term increases in test scores. This will flatten out as it did in Chicago. We need long term sustainable solutions. We need a predicable and dedicated funding stream. The Commonwealth provides 36% of the cost of each student – it used to be 55%. We need to work with other school districts and their legislators in Harrisburg to increase the Commonwealth’s share of this cost.

     In addition, children need to see a greater link between education and employment. There must be the hope of a good paying job upon graduation from high school or children will not stay in school. We must expand vocational training and alternative education, internships, summer work opportunities and opportunities for accelerated degrees
