Creating new jobs and growing Philadelphia’s economy
     In order to make the nation’s first great city, Philadelphia, the next great city, we must expand economic opportunities. This begins with providing basic city services. If the snow is not plowed, schools are not educating the majority of our children, and our streets are not safe, we will not be able to create new jobs and expand the middle class.

     The success we’ve had in revitalizing Center City must be expanded throughout our commercial corridors and into our neighborhoods. We need to attract new businesses, help current businesses expand and provide investment capital to help local small businesses succeed. At the same time, we have to invest in our workforce so that we have educated, trained employees who can compete in a global economy. Bill believes we can build on Philadelphia’s strengths:


Expand Tourism. Each year, 20 million leisure visitors come to Philadelphia and stay an average of 1.8 days. If we were able to extend these visits by one day, the City would generate millions more in revenue. We must do a better job linking historic tourism with other world-class attractions in the City, including our restaurants, theaters and museums.

Build Upon Existing Industries. The Philadelphia region is a nationally recognized medical and pharmaceutical hub. We must further develop these industries, while aggressively courting new companies to Philadelphia. In addition, we must improve job training to provide a skilled work force for these industries. This starts with our educational system.

Delaware Riverfront. Think big. We can create a whole new economy over the next twenty years by redeveloping our waterfront and reconnecting it to the neighborhoods on the other side of I-95. The Docklands outside London and Battery Park City in New York City are two great examples of a public-private partnership creating great environments for citizens.

Develop Artistic and Cultural Centers. Artists and galleries moving into Old City helped pave the way for the neighborhood’s revitalization. Philadelphia has a rich history and tradition as a center for music and art. We should more actively support and expand our arts, cultural and non-profit assets.

Neighborhood Development. Revitalizing our commercial corridors is the key to revitalizing our neighborhoods. We must help build local businesses along these major thoroughfares - businesses that will employ local workers and generate wealth in our neighborhoods. Frankford Avenue in Northeast Philadelphia has begun this process, but the City must do more than it has so far to ensure its success. In addition, we need a Philly Venture Fund providing micro loans so businesses can be started in targeted depressed neighborhoods.

Make Philadelphia a Retirement Destination
. With a vibrant, walkable downtown, full of world-class restaurants, theatres, shops, galleries and museums, Philadelphia can become not just the place to learn and raise a family, but a destination for retirees. We need to actively pursue promoting our City as a place for every generation.

Tax Restructuring. Philadelphia needs to develop a long term sustainable alternative to its regressive tax structure. Our tax system should encourage investment and job creation. To grow Philadelphia's economy we must address burdensome tax policies. The gross receipts portion of the Business Privilege Tax is an impediment to attracting new business.
